Careless Anti-Social in Kirkhill Area Neighbourhood Watch

To help deal with anti-social behaviour Section 59 of the Police Reform Act 2002 gives the Police defined powers to seize any vehicle that is being driven carelessly or inconsiderately on a road or off-road in a manner that is likely to cause alarm, annoyance or distress.

the rider/driver would first receive a warning which would be recorded against him/her and the vehicle and this stays in force for 12 months. If there was a second incident involving either the driver/rider or the vehicle then the Police would have the power under this act to seize the vehicle to prevent its use. The owner of the vehicle will be changed to have their vehicle returned.

this may be of use when tackling such as 'Boy Racers' and 'Scramblers' by having the offending vehicles seized in order to prevent their behaviour, for example:-

-on a road where a car is doing skids and wheel spins in a residential area and there are a number of children playing.

- of road, a motorcycle is being ridden on a footpath

This said, the offence would have to be witnessed by the police and the driver/rider warned by them. If you are aware of any such behaviour please report such incidents to the police for their information/action.
